Oregon: One of three neglected Juniper Acres horses dies; Craigen Snell, 26; Juanita Carnagey, 26; and Dwayne Carnagey, 61, charged with animal cruelty

OREGON -- Three Crook County residents were cited for first-degree animal neglect after an anonymous tip brought County sheriff’s deputies to a property in the Juniper Acres neighborhood east of Bend, where they found three malnourished, dehydrated horses -- one of which was on the ground and died before a veterinarian could arrive, deputies said Tuesday.

Deputies began their investigation just after 9 a.m. Monday involving an alleged case of animal neglect involving the horses at 321 Southeast Almond Lane, said sheriff’s Sgt. Ryan Seaney.

The other two horses, which were upright and walking, later were treated on scene by a vet, as deputies found water was not being provided and there was very little feed on the property, Seaney said.

The horse owners advised they wanted to turn over the pair of horses to someone who could properly care for them, the sergeant said.

Deputies requested help from Bend’s Equine Outreach, which dispatched a team to pick up the pair of horses, The owners relinquished ownership of the horses to the nonprofit, Seaney said.

At the end of the investigation, three people were issued criminal citations for first-degree animal neglect: Craigen Snell, 26; Juanita Carnagey, 26; and Dwayne Carnagey, 61.

Seaney said the sheriff’s office wants to thank Equine Outreach for their assistance.
