NEW YORK -- A 37-year-old Monroe man was behind bars at the Orange County Jail on Sunday, charged with the felony of aggravated cruelty to animals, as well as the misdemeanor offense of animal neglect, according to State Police in Monroe.
Police said that Eduardo Rubiera was arrested Saturday following a three-month joint investigation by State Police and the Orange County American Society for the Prevention of Cruelty to Animals.
Investigators said Rubiera failed to provide sustenance to a companion animal.
Rubiera was arraigned in the Town of Monroe Court. He's being held at the Orange County Jail on a $5,000 bail.
He was ordered to return to the Town of Monroe Court at a later date.
