NEW YORK -- Village police on Jan. 29 charged Scott A. Hayden Jr., 23, Gouverneur, with misdemeanor animal cruelty. He was also cited with disorderly conduct.
Police charge that at about 2:40 p.m. at an unspecified apartment on Sleepy Hollow Rd.
Mr. Hayden engaged in a verbal argument with another person that was loud enough to disturb the neighboring apartment and as he left the apartment he was witnessed kicking a Jack Russell Terrier dog.
Mr. Hayden was arraigned at Gouverneur Town Court before Justice Travis E. Dann and was released on his own recognizance.
