COLORADO -- A Fort Collins man whose pit bull bit a 21-year-old man in the face was issued a municipal summons this week with seven related counts.
William Phillips' 3-year-old, white and brown male pit bull terrier, Kincaid, has been returned to him after being held by the Larimer Humane Society because he lacked the rabies vaccine, said Marcie Willms with Larimer Humane Society.
The victim was walking near Shields Street and Harmony Road on Nov. 21 when Kincaid bit his face, splitting his lip and requiring a hospital visit, Willms said.
Kincaid was being walked on a retractable leash by someone other than the owner, but that person didn't have control of him, Willms said.
She said that, while pit bulls have "a reputation to overcome," they are "very sweet animals" that require proper training and treatment like other animals.
"I would not say that they're more prone to biting whatsoever," Willms said. "It's a matter of the owner and how the owner manages their pet."

Phillips has been cited with keeping a dangerous animal, dangerous dog at large, failure to get rabies vaccination and four counts of failing to license an animal, Willms said.
By law, owners are held responsible for their dogs even when the owner is not in direct control of the dog.
