The 4-year-old boy came within inches of the fence to retrieve the Frisbee and was attacked by two of the three dogs.
The dogs began biting the child in the face, head and upper body and tried to pull him through the wire fence into the yard, police said.
When the attack began, one brother ran to get help and the 8-year-old ran to help the victim.
While trying to pull his younger brother away from the fence, the 8-year-old was also attacked by the dogs.
The boys' parents were able to get the children to safety and call for medical personnel.
The 4-year-old suffered serious injuries and was air-lifted to Phoenix Children's Hospital. The 8-year-old was taken to Yavapai Regional Medical Center for treatment and released later in the day.
Police say the owner of the dogs, 39-year-old Katrina Vidaurre, was arrested on February 21.
The two dogs have been euthanized and their bodies preserved for evidence. The two children are home and recovering with family, although the 4-year-old will undergo more treatment, the report stated.

Chino Valley Police Sgt. Vincent Schaan said some of the charges came because the woman had not taken care of past problems with the dogs.
"She had issues in the past (with the dogs) that were brought to our attention, and she failed to remedy the issues," Schaan said.
Vidaurre faces three counts of aggravated assault and two counts of child abuse, all felony charges.
