Owner cited after publicity about neglect of a dog called Bear

OREGON -- The owner of the dog found with neck injuries near the Clatsop County Animal Shelter on Christmas Eve has been identified.

Joseph Kerbrat, 52, of Astoria, was cited Wednesday with animal abandonment and animal neglect.

Deputy Stephen Hildreth said Kerbrat called in and identified himself after the story on Little Bear, the nickname given to the dog by the shelter, ran in The Daily Astorian.

The dog, was found near the shelter in Warrenton last month with an extensive infection on his neck from an embedded choke chain collar. Hildreth said at the time he could smell the dog’s rotting flesh when he arrived.

The shelter had been closed for the holidays at the time and Hildreth was notified by the Warrenton Police.

Because it is an active case, Hildreth said he couldn’t comment further on what Kerbrat said when he called to claim the dog.

Kerbrat is expected in Clatsop County Circuit Court next month.

The dog is in the care of a foster owner and being treated with antibiotics.

Kerbrat said his real name is Bear.
