Orangeburg County deputies arrested Daphne Lugo and charged her with ill treatment of animals in connection with the operation.
Investigators located the animals at Lugo's residence on Five Chop Road. When deputies first arrived, the report says they noted a "strong odor of feces, urine, and decay" coming from the home's garage.
Deputies say they looked into a window and saw one dog in the laundry room.
"The canine looked to be emaciated, sitting in urine and excrement, and without food or water available," said the report.
Law enforcement agents and officials from animal control continued to search the area and located 62 dogs and two donkeys left without food, water, and proper medical attention.
"Several of the animals were housed in deplorable conditions," said the report.
The report goes on to say many of the animals and open wounds and were missing patches of fur.
As the search continued, deputies say they located six dead dogs, with five of them placed in garbage bags.
Deputies eventually arrested Lugo after investigators located her operation.
