AUSTRALIA -- First Constable Matthew Lindsay said the man in his 50s was attacked by four American Staffordshire terriers at Carlton on Tuesday night.
The victim, who did not want to be named, suffered deep bites all over his hands, arms and body and was taken to the Royal Melbourne Hospital.
With his son acting as an interpreter at the hospital, the man said he had parked his car and was walking when he was suddenly set upon by the dogs.
"He was so shocked and (it was) so confusing and scary," his son said.
The man said nobody came to his aid, but the dogs eventually moved away when a voice called them.
Const Lindsay said three people had been arrested over the incident but not charged.
"We believe that this was a completely unprovoked attack," he told reporters.
"The dogs have for some reason when they've been loose in the area near the flats chose to attack this person."
Police are still looking for the dogs and the owners, and are appealing for more witnesses to the attack.
The victim remains in hospital where he will undergo surgery.
