Jerry Thomas, 53, and his wife, 55-year-old Kathy Thomas, of Bangor were issued a summons for cruelty to animals.
A man who saw it happen called police. He managed to get the tag number on the vehicle which the officer traced to the Thomas'.
Officer Debbie Holmes picked up the dog and took her to the emergency vet clinic.
Holmes says Jerry Thomas lied telling her he didn't dump his dog on the side of the road; that he had pulled over to pee. He finally admitted to dumping Lily there to die and complained that it was just too much to care for her.
We’re told doctors discovered cancer all throughout Lily’s body and she was euthanized.
Jerry and Kathy Thomas are due in court next month.

“We got a call at about 6:30 in the morning from a gentleman that witnessed a vehicle that just basically dumped a dog at one of the turnarounds up there on Bennoch Road.
"It’s pouring rain, the dog, when I pulled up, was very, very scared, hunched over with, significant hair loss to his back. Long period of abuse to let their nails grow to that extreme. Looks like they’re curling out and curling under. I’m sure it was very uncomfortable for her to walk,” she said.
“We did get a good description of the vehicle and possible plate number, so we’re working on those things right now. I want to find out who did this to her. I’d like to have them come forward. It’s just a matter of time, but we will catch up with them,” said Holmes.
