Patrick Ceaser, 14, got nearly 100 stitches and spent two days in the hospital over the weekend due to the attack.
Plano Animal Services said Tuesday their investigation shows the pit bull was "at large" when the bite happened and therefore it's the owners' fault for allowing her to be on the loose.
The pit bull has not been aggressive or violent toward the shelter staff, according to officials, and will be released back to her owners next Tuesday if she passes the rabies watch. The dog is currently quarantined.
Alicia Ceaser, Patrick's mother, said Patrick and his sisters had just returned home on Saturday afternoon from a day of errands and Patrick's Boy Scout swim test when the attack occurred.
The kids were in the backyard hosing off when the pit bull from next door came running out and attacked Patrick.
The family said the dog had been menacing in the past, but they hadn't filed a formal complaint against the dog or its owner.
The owner says the dog was provoked.
"That day they were hitting the fence, spraying the fence, spraying inside the fence with the water hose, and it upset her," Lashawnda Williams, the dog's owner, said. "It got her mad."
The Ceaser's have the option to file a Dangerous Animal Complaint and the dog would stay in Plano Animal Services custody until a judge rules on the case.
