Deputies rescue Labrador retriever locked in hot car; Ulster owner charged

NEW YORK -- Ulster County deputies say they rescued a chocolate Labrador retriever on Thursday that was locked in a vehicle for several hours in temperatures exceeding 95 degrees. The owner was charged.

Deputies responded at 4:40 p.m. to calls that the dog was in distress in the vehicle, which was parked at Ellenville Regional Hospital.

They found the dog's owner, Elkin Moreno, 61, of Accord, nearby.

He was charged with confinement of a companion animal, a violation, and released on an appearance ticket. Authorities have seized the dog and car.
