Three people charged in animal cruelty incident

NEW YORK -- Officials are calling it one of the worst cases of animal cruelty they have seen in recent years in the city.

Eight dogs were found in very serious physical condition living in squalor at an unoccupied home on Oak Street in Elmira. They are currently under veterinary care at the Elmira Animal Shelter.

The owners of the home, Rose and William Seymore, are being charged with eight counts of animal cruelty among other offenses. A relative, Tina Seymore, is being charged with one count of failure to license a dog and one count of failure to provide a rabies vaccination.

Neighbors say they were sickened when they found out what was happening.

"This is the worst, it just makes me cry. It makes me think how lucky my dogs are compared to the ones that were there," said Mary June Dougherty, a neighbor.

The dogs will be up for adoption once they are released from veterinary care.
