Susan Campbell became the focus of a manhunt after she was pictured online covered in blood, dragging her five-stone brute bull terrier away from mauled Pomeranian dog, Elvis.
As helpless owner Gemma Antell – who last night slammed the sentence as a “joke” – looked on in horror, callous Campbell, 42, strolled off sneering: “It’s not his fault, he’s only a baby.”
This week Campbell – who has 15 convictions for 43 previous offences, including being drunk in charge of a child – avoided jail at Runcorn magistrates court after she admitted having a dog dangerously out of control in public.
Instead, she was given a community order with a ruling to complete 15 workshops of female empowerment to improve her self-esteem.
She had told the court she was the one traumatised after witnessing the bloody killing in Warrington, Cheshire, back in September.
Last night Miss Antell, 30, fumed: “Susan Campbell showed no remorse – she should be in jail. Instead, she’s going on a rehab course – even the NHS won’t send normal people to rehab.
"So commit a crime and you’ll get help, seems to be the message. A female empowerment course is a joke.”
The sessions are part of a community order, specifically tailored towards women’s needs.
They address an offender’s emotional and mental health and cost the taxpayer hundreds of pounds.
Pictures of the aftermath of the savaging were taken by an onlooker and handed to charity worker Miss Antell, who posted them on social media websites.
She pleaded: “This dog ripped my dog’s head off. The owner walked away. We need to find her. Please help. #Warrington”
Campbell’s partner and co-owner of the bull terrier David Savage, 44, threw the body of headless Elvis under a car to try to hide the incriminating evidence.
He was given an eight-week suspended jail sentence as it was ordered his dog must be destroyed.
Campbell was also told to pay £300 compensation and was disqualified from keeping a dog for five years.
