Ronald Haines was sentenced to 90 days in the Centre County Correctional Facility and ordered to pay more than $1,000 in fines. He was also convicted on summary counts of failure to license and failure to vaccinate, according to the Centre County District Attorney’s Office.
On Jan. 8, police went to Haines’ home after a neighbor complained that a dog was kept outside during a stretch of sub-zero temperatures. Police said they found a yellow labrador dead and frozen to the floor of a dog box within a fenced area outside the house.
Officers said there was snow on the ground and no indication of human tracks to or from the dog box.

Animal protection officers testified that the dog was very thin and police said there was no food bowl within the enclosure. A bucket of water frozen solid was outside the fence.
Officers discovered the dog did not have a license and was not current on vaccinations.
