La Porte man faces animal cruelty charges

TEXAS -- A La Porte man is in jail after he allegedly harmed a woman's dog.

Matthew R. Cisneros, 23, is charged with cruelty to a non-livestock animal.

Police say on Tuesday that a woman was walking her poodle alongside her friend who was walking a larger dog on the 200 block of Bayshore Drive.


Authorities say Cisneros was walking along the same street from the opposite direction and was approaching dog-walkers.

Witnesses told police that Cisneros was talking to himself and acting strangely. Then Cisneros began shouting obscenities toward walkers and dogs, according to investigators.

Officials say Cisneros then walked up to the poodle, punched it in the head and kicked its side.

When police arrived at the scene, an officer noticed a man matching Cisneros' description lying on the ground in front of a house near the scene.

The officer saw Cisneros kicking and screaming at the front door of the house. After a brief interview, police determined that Cisneros was intoxicated by an unknown substance.

Cisneros is being held in the Harris County Jail on $2,000 bond.
