Raleigh woman charged after dogs found starved at home

NORTH CAROLINA -- A Raleigh woman was charged with cruelty to animals after she surrendered a number of dog to Animal Control that were severely underweight and covered in urine.

Jerelene Lucas Kent, 69, of South Swain Street, was arrested Monday and charged with cruelty to animals.

Police say Kent contacted authorities to voluntarily surrender (some) dogs to Animal Control. While at her home, the officer noticed that the dogs were "in a state of neglect."

Kent presented dogs that has a strong odor of ammonia consistent with urine; one of the dogs had large patches of matted fur; two puppies had bloated bellies; and ribs, back and hip bones could be felt on four of the dogs.

Kent told the Animal Control officer that more dogs were inside her home, however she would not allow the officer to take a look.

The officer obtained a warrant and searched the home on Tuesday.
