The animals were discovered on Nov. 14 last year three weeks after Khadijah Morrow, 20, moved out of a residence in the 3000 block of Nathan in the Binghamton area.
Inside police found a black-and-white pit bull dead on the floor and a Shih Tzu that was alive, but its ribs were sticking out from malnourishment.
There was no food or water in the residence.
A veterinarian determined that the pit bull, which was extremely under-weight, died from starvation.
Investigators said the second dog also would have died if the landlord had not notified police.
Officials said the Shih Tzu later was adopted out from the Memphis Animal Shelter.
Aggravated cruelty to animals is a low-level felony that carries punishment of from one to six years in prison.
Morrow also was indicted on felony charges of failure to appear for not attending an earlier court setting in the case in General Sessions Criminal Court.
