Connecticut: Former Animal Control officer Joseph Ouimet, who abused shelter dogs, given sweetheart deal

CONNECTICUT -- Wolcott's former animal control officer pleaded no contest Wednesday to a charge of animal cruelty in connection with what police said was abuse of dogs in his care.

Police started investigating in May 2013 after receiving complaints about conditions, including violations dealing with cleaning and sanitizing floors, grates, beds and bowls.

Hidden camera were set up inside the kennel area from May 5 until July 10 and the video revealed Ouimet slamming a dog between a kennel door several times and spraying two dogs with a hose, according to police.

The footage also showed a dog being sprayed in the face with a cleaning substance, police said.


Ouimet told police he was "training the dogs," after he was shown the video by police.


Joseph Ouimet, 42, was spared prison time as part of a plea deal, but was warned not to abuse or harm animals in the future.

[Ooh, he was 'warned' not to abuse animals in the future. Wow. I'm sure that really had an effect on him. Someone who gets pleasure from abusing animals has something wrong with them mentally. He enjoyed tormenting these animals, who were at his mercy, at the shelter. He will continue to do this -- to birds, to cats, to dogs, to wildlife he traps, to children, to women....]
