The Monroe County Sheriff and his Animal Control Officer have kept a close eye on the homeowner's property and his almost 75 dogs, since complaints started filing in years ago.
According to neighbor Summer Dunbar, a few months ago, this brown dog was in her yard eating grass, corn and potato peelings with her chickens.
"The dog was actually with the chickens eating, it never even bothered with the chickens," Dunbar told us.
Hoping they'd take the dog to the Vet, Dunbar says Animal Control took him right back to his home.
She told us days later, a white dog showed up in her front yard with a chain wrapped around it, also appearing to be malnourished.
"It was here, had the chain still hooked to it, I called Animal Control, they took him and took him right back to his home," she said.
Homeowner Jerry Farmer told 59News he has every right to own all his dogs.
"Everything is legit, my dogs are fed and watered every other day, all the dogs taxes are paid and their vaccines and shots are up to date as well. We are in the process of getting them all spayed and neutered," Farmer said.

Before seeing for himself what the two dogs looks like as of Thursday morning, Monroe County Sheriff Michael Gravely told us Farmer was within his rights to own his almost 75 dogs.
"As long as you pay their taxes, have them vaccinated and they are properly fed and watered, it's not illegal to own that many dogs," said the Sheriff.
[State law requires that he provide the animals with humane, clean living conditions. Where are the 75 dog houses for them? They are required to be provided with clean drinking water, enough food to maintain a healthy condition... needed vet care is required by state law to be provided. This idiot doesn't look like he's got two nickels to rub together.]

Gravely said, if you have physical damage to your property or animals caused by someone else's animals, you should take that up with small claims court.
[Oh yeah. Telling someone to take someone else to small claims is like saying F you. She's supposed to pay a $100+ filing fee when the dogs destroy her $50 lawn chair? Pay $100+ again when they destroy her $20 patio cushion? Pay $100+ when they finally eat her chickens? Thanks, Sheriff, for the great suggestion.... NOT]
Dunbar told us she doesn't mean to cause a dispute, she's only concerned for the safety and health of the dogs.
"Some of them are starving, I don't believe they're bad people and mean to starve their dogs, I just think they have too many, more than what they can take care of," she said.
After Sheriff Gravely saw pictures of what the two dogs looks like as of Thursday afternoon, he himself immediately launched an investigation.
