FLORIDA -- On Sunday, West Palm Beach police, along with Animal Care and Control, responded to a home in the 2000 block of Broadway, to confiscate a pit bull named "Duchess," which belonged to 34-year-old Lavaunti Wingard.
Animal Care and Control had cited Wingard with two previous violations for lack of food and water, shelter, or tags, and found Duchess tied to a fence, the arrest report said.
After finding that the two citations had been ignored and conditions for Duchess had not improved, Animal Care and Control removed the dog for abuse and neglect, the report said.
Officers also found a duct tape muzzle on the ground near Duchess and a plastic bowl full of dry sand, a bowl of "rotten food," and no fresh water, according to the report.
Wingard was arrested and is facing animal cruelty charges. She was transported to the Palm Beach County Jail.
