Weber says the dog jumped out of the open window, rolled a couple times and went after his dog.
He says he tried to pull back and stop the fighting.
That's when one of the dogs bit down on his left arm.
The owner of the dog that jumped from the truck was able to get the dog back into the truck.
They then took off and police are searching for that owner and dog.
Weber says he's not necessarily mad at the dog, because it was acting on instincts.
He's just mad the owner didn't stick around to face the punishment.
"He was stupid for running. It's stupid, somebody got hurt, you need to stay and face up to what you did," Weber said. "It's going to cost him in the long run. Now it's going to cost him three times more if not more. I don't want to see the dog put down, that's the last thing I want. I love animals, I love dogs."
If you have any information on where the dog and the owner might be, you can call Evansville Police or the anonymous We-Tip Hotline.
