Monroe man, Lawrence Carter, booked on aggravated cruelty to eight dogs

ALABAMA -- Monroe police have charged a man with aggravated cruelty to eight dogs, including a puppy reportedly found trapped in his own feces.

Officers responded to the home of Lawrence Carter, 53, of 500 N. 22nd St., after receiving complaints of a man beating a dog with a stick. Witnesses reportedly told officers Carter had been beating a black dog with a stick and a chain.

Five dogs were found chained outside in "extremely poor living conditions," according to the affidavit.


When officers found the black dog, they said he was under the house and tied with a small piece of rope. Officers said a water leak from a nearby hydrant kept him from lying on any dry ground. His back leg was so badly injured, said police, that he could not walk on it.

Officers also said they found a puppy covered in mange living in a 14-inch by 16-inch crate — approximately the size of two medium pizza boxes — without food or water and lying in his own feces.

According to the affidavit, the other dogs were held on chains shorter than 5-feet without access to food or water. Officers said none of the dogs were given adequate shelter.

Inside the house, officers said they found three dogs tied on very short chains without food or water available and also exposed to their own feces.

Animal control reportedly collected all eight dogs after Monroe police arrested Carter.

He was booked into the Ouachita Correctional Center and charged with eight counts of aggravated animal cruelty. Bond was set at $12,000.
