OHIO -- An elderly man was cited for animal cruelty after Scioto County Sheriff's deputies and volunteers from the Ohio Society for the Prevention of Cruelty to Animals (OSPCA) removed nearly 40 dogs from a home in Minford, Ohio.
Deputies found the dogs in the home of 80-year-old Clayton Pennington. Three of the animals were dead when authorities got there. They say many of the others were starving and suffering from mange.
"They're suffering. Some of them are very close to giving up on life," OSPCA Director Teresa London said.
Volunteers from OSPCA removed the animals on Tuesday.
Neighbors say they have been worried about the dogs for quite a while. Annette Bennette lives across the street and has seen some of them coming on her property. They're eating food she leaves out for her own pets, but there's not much she can do.
"I put scraps out for them, and if the dogs are out and I look out the window it's the dogs that are eating. But I let them because I know they're hungry," Bennette said.
The Scioto County Sheriff's Office has cited Pennington for animal cruelty. Given his advanced age, officials say he may not fully understand the depth of what's happened.
The volunteers weren't able to take all of the dogs Tuesday. Some were still running loose and ran away from them.
Both homes on the property were condemned because of the animal feces and health risks inside.
