Director Michael Delp initially said the dogs were likely dumped out of a car in a remote area, but the owner claims she rescued the puppies and was trying to treat their mange with an over-the-counter product.

The puppies’ owner claimed the dogs ran away a few days ago and she was unable to find them.
“There doesn’t seem to be any criminal intent here, just someone who got in over their head,” Delp said. “The animals are in a rescue and being treated by a vet.”
Delp said Johnson County Animal Control would likely not cite the owner since they produced the spray they were using, and the house was fairly neat.
The case’s lead officer is meeting with the owner again Friday to determine whether a citation is warranted.
“It looks like no one has been taking care of them,” Delp said earlier this week.
The agency named them after flowers; Zinnia, Azalea and Posey.
They will stay with the animal rescue until they recover from numerous health issues.
