INDIANA -- A utility worker contacted Harrison County Animal Services Thursday to report her concerns for animals without shelter, food or water at the residence where she had been working.
This complaint initiated an investigation leading to the arrest of Seth Whittaker on charges of abandon and neglect of an animal.
When authorities arrived at the residence, they reportedly found two dogs chained while one had free reign of the 12-foot-by-12-foot outdoor kennel with a dirt floor. Investigators found indication that the dogs had tried to dig out of their confinement.
Reports indicate there was a dog house in the kennel, where investigators reported they found a deceased dog with a chain still attached. It is unclear how long the dog was deceased, but neighbors reported seeing the dog alive Wednesday.
Investigators described the condition of the chained dogs as skin covering bones and severely malnourished. The dog that had free reign of the kennel was in slightly better condition but described as having low nutrition. There was a five gallon bucket with water in it, but due to the frigid weather, the water was completely frozen solid. Officials said this does not qualify as a sufficient source of water under state law.
Animals Services said there has been a history of animal abuse from the suspect. According to records, Harrison County Animal Services seized 5 dogs from the suspect in 2011, but no charges were brought against him.
