Authorities seek person who left a dozen dogs to starve to death in a house

ARKANSAS -- Officials with the Texarkana Animal Care and Adoption Center say they are operating at capacity but Wednesday, the shelter had to make special arrangements for an emergency situation.

Seven puppies and five older dogs were delivered to the Texarkana Animal shelter and immediately given emergency care. Texarkana, Texas Environmental Manager Daphnea Ryan said the animals were apparently left when a renter in the 1900 block of West 9th Street moved and left the dogs behind.

Animal Control Officers were contacted by a neighbor, Michael Pree.

"I am trying to be a positive role model in the community. They moved and left the dogs in there. They have been there for a week, so I had to do something" says Pree.

"We found no electricity on at the home. There was no water in any containers for the animals" says Ryan.

Officials at the Texarkana Animal Shelter said when the pets were brought in, all of the dogs were in bad shape.

"The mama dog is in very, very poor condition. I am surprised she is alive. I couldn't get her into the kennel without her trying to stop and drink every drop of water there was" says Charles Lokey, the Director of the Texarkana Animal Shelter.

Lokey said they will do what they can to bring the animals back to good health. Meanwhile, they say they will continue to try and find the person who left the dogs behind in attempts of getting justice for the animals.

"It just goes back to responsible pet ownership. If you are going to have a pet, be responsible and take care of it. You can't have a pet and take care of it. You don't need it" says Lokey.

Officers said they were given permission to enter the property from the owner who lives out of state.

Lokey also said the Texarkana shelter could use more donations and volunteers to help keep the animals in good condition.
