OHIO -- Police charged Harry Bryan, 76, of 16th Street with animal cruelty.
According to a police report, Bryan left his dog sitting outside on the side porch of his residence Monday. Police noticed the dog and attempted to contact the resident.
Due to low temperatures and lack of visible water, the dog was handed over to humane agents.
Bryan was issued a summons to appear in municipal court Friday.
