As a result, a vet had to put the animal down. 58-year-old Donnie West was visited by the Delta Humane Society after they received an anonymous call last month about a horse being beaten on Jones Street.
Disturbing video showing the condition of the animal was posted on YouTube.
When some of the horses where found in poor condition, the humane society requested West to feed and get medical attention for the horses.
The humane society says that never happened.
