Woman finds severed head of newborn puppy; boyfriend faces four counts of animal cruelty

LOUISIANA -- Police responded to a Houma residence to find a woman holding the severed head of a newborn puppy. Three other dead puppies were also found inside of the residence, stuffed inside of a plastic bag and hidden under a couch.

The incident happened around 7 p.m. Tuesday in the 300 block of Cleveland Street. Officers responded to reports of animal cruelty at the residence.
 


Police arriving on the scene found a woman holding the severed head of a brown puppy. The woman told responding officers that she had been fighting with her live-in boyfriend. She briefly left the residence and returned to find the head of one of her dogs.

When she left her house, the woman asked her live-on boyfriend, identified as 52-year-old Richey Kevin Kiffe, to take care of her dog and four newborn puppies. The woman tells police she briefly left the residence to calm down following a feud with Kiffe.

She tells officers she texted Kiffe. When he did not respond, the woman returned to the residence to find the severed head. She then notified police.

Officers arriving on the scene made contact with Kiffe. Kiffe allegedly stated he did not know anything because he had been sleeping. Officers say Kiffe smelled strongly of alcohol and admitted that he was drunk.


Houma police say they found three other dead puppies inside of the residence. The puppies were located in a plastic bag under the sofa. Police say one of the dogs had a missing head.

Kiffe was arrested on four counts of aggravated cruelty to animals. He was transported to the Terrebonne Parish Jail.

The complainant notes that the puppies were born on January 27. The puppies could crawl, but could not care for themselves. She claims the puppies were alive when she left the residence earlier in the day.
