Woman attacked by same pit bull twice in 8 months - is animal control waiting until it kills her before they do something???

FLORIDA -- A Brevard County woman is recovering from injuries she suffered in a vicious dog attack.

It is the second time the SAME PIT BULL has attacked her in the last 8 months.

WESH's Dan Billow reports, the 63 year-old is now afraid to go out in her own neighborhood.

"I'm scared. I'm scared to walk my dog."

Debra Garland named her Afghan Hound Hitch because she likes to watch Alfred Hitchcock movies. Now she feels like she's been in one.

"I cannot tell you how frightening it was. I cannot explain it. It is a second of knowing there's nothing you can do. That angry horrible growl with those teeth bared."

And that was the second attack from the SAME DOG, a pit bull named Charlie.

It left her leg torn and bloody. In his first attack last June, Charlie went after her arm.

"I was bleeding on the ground. My arm was shredded. My knees were gone. He picked up his dog and left."

I spoke by phone with Charlie's owner, Michael. He said his 'heart goes out to Debra' but said he couldn't say anything else on advice from a lawyer. So he is not answering questions about the FIVE DIFFERENT TIMES HE'S BEEN CITED for his dog being at large.

Here at the animal shelter the dog is in quarantine to make sure he has no diseases and he'll stay in quarantine until an investigation determines exactly what happened.

Following the investigation, a board can determine whether the pit bull is considered dangerous. It can require the owner to install fencing and get insurance.

"The ultimate goal is to make sure that the safety of the citizens and, you  know, that nobody's harmed by this dog so the owner could get the dog back." says the Animal Control officer.

"That's not a horror movie. It's the law. I mean, where's the justice here?" says Debra.

The pit bull's owner has been fined $765 for the most recent bite.
