Marshall ISD employee, Paul Warren Smith, arrested on charge of animal cruelty

TEXAS -- A Marshall ISD employee was arrested Monday on a charge of cruelty to animals after police say he was caught on video, slinging puppies over a fence.

Marshall Police said 61-year-old Paul Warren Smith, of Marshall, was booked into Harrison County Jail after a video was placed on social media and someone identified the department of Smith’s name.


Officers had first responded to a report of animal cruelty at about 8:51 a.m. Monday at the Humane Society of Harrison County's The Pet Place in the 1900 block of Jefferson Avenue.

While taking the report, officers were also shown the video that was placed Monday morning on social media.

During their investigation, Smith came into the department to speak with investigators before later being arrested.

  
  

In the video, police say Smith is shown moving a cardboard box to the back of what appears to be a Marshall ISD vehicle. He then pulls puppies out of box and slings them – one-by-one – over a fence.

"MISD officials are aware of the incident,” district spokesman David Weaver said. “MISD will provide full cooperation with the Marshall Police Department. The employee has been placed on administrative leave pending further investigation."

  

Smith is a maintenance/pesticide technician with the school district.

Marshall Police Chief Jesus “Eddie” Campa released the following statement: “This is another example of how citizen’s and police can work together to make Marshall a better place to live. The Marshall Police Department, along with the Marshall Animal Shelter, feels strongly that any animal should be treated humanely.

"I would like to thank the citizen’s who contacted the Police Department with this information, helping to close this case quickly.”
