The cats were found inside a fenced-off construction site after a strong odor caused neighbors to call police.
Borgal said he was concerned how the cats ended up inside the construction site, because cats don't drown themselves.
Adam Gaines lives next to the construction site and was the one who called police.
"I think they threw them in there alive to drown them," he said. "There was a lot of water."
At first, neighbors believed it was just trash in the water.
"When the water receded a bit, we saw ears and legs. And ears and legs," Louis Miller said.
It's unknown how long the cats were in the water.
"This is not only reprehensible as far as the animals were concerned, but it's also very disrespectful to the neighborhood," William "Buddy" Christopher said.
Inspectors said that because there are so many pet lovers in the neighborhood, they don't believe the person is from the area. Boston Animal Care said anyone who needs to give up an animal can call 311 and the organization will take care of it right away.
