WASHINGTON -- A 45-year-old Spokane County man was arrested Wednesday afternoon for allegedly filming seven videos that show him involved in sexual acts with a horse and three dogs.
The Spokane County Sheriff's Office said that Travis Austin Joy, a three-time convicted felon, made those videos between October 2012 and February 2014.
Officials with the Sheriff's Office said that he was charged with seven counts of first-degree animal cruelty for each video and then an additional two counts of harassment for threatening to kill the people who he believed reported him to the authorities.
The investigation began at SCRAPS back in July when seven videos showing Joy having sexual contact with three dogs and a horse were turned over.
A sheriff's detective began investigating the videos, examining the outdoor scenery, for example, to determine where they had been shot.
He also contacted the owners of the animals and after that developed probable cause to arrest Joy.
According to a search warrant filed July 15, Joy left a video camera with the recordings on it behind when he moved out of a house in Elk. His roommate found the footage on July 10 and turned it over to SCRAPS.
Investigators used the scenery shown in the videos to track down owners of the animals and develop probable cause to charge Joy. Tattoos visible in the video match the tattoos that Joy has on his arms, according the court documents. Detectives were able to determine that the incidents occurred in the Hillyard and Elk areas.
Gregory said one of the dogs in the videos belonged to Joy. That dog, and another one owned by Joy, have been turned over to SCRAPS.
Another dog Joy is accused of molesting has since died. According to court documents, the dog’s owners reported that they once left Joy alone with the dog for several hours and when they arrived home the dog was cowering in a corner, shaking and bleeding from her genital area.
People who know Joy told police that he has been living in his car or with friends for several years and is addicted to methamphetamine, according to court documents. The animals Joy reportedly molested belonged to people who allowed him to live at their homes.
The owner of one of the dog victims contacted authorities and reported Joy was at their residence prompting deputies to travel to the residence where they arrested Joy.
After his arrest Joy admitted to a detective that he had recorded himself having sexual contact with the animals so he could watch the videos later and not need to repeat the acts.
SCRAPS took custody of Joy's two dogs; only one of those dogs was observed in one of the videos.
Joy has a prior felony conviction for assault. He was sentenced to three years in federal prison in 1997 after pleading guilty to two Spokane bank robberies.
Joy is scheduled to make a first appearance on those charges in Spokane Superior Court Thursday afternoon.
