The dog, which is thought to be a greyhound cross, was found by a passer-by in Faringdon, Oxfordshire on Saturday after being dumped.
RSPCA officers were called to rescue the dog, who was suffering from a swollen mouth and nose due to the tape being bound so tightly.
She was taken to a rescue center where vets were forced to give the dog an anesthetic before they could remove the tape.
Pictures of the traumatized dog were posted online yesterday by animal charity Animal Rights UK along with an appeal for information about the owners.
So far it has attracted over 5,000 shares with people venting their anger about the treatment of the dog.
Laura Vickery commented: 'This is so upsetting, I have seen so many beautiful dogs on Facebook being found with tape around their muzzles, it's sickening.
'These people are heartless, evil monsters and should never be aloud to ever own a animal again, I hope they find who did this to this poor beautiful dog and then lock them away for a very long time.
'This beautiful dog needs to find a forever loving home soon and not be locked up in a cage, she has been through enough abuse, she needs now to be loved, cared for and to have a happy life, like she deserves.'
Michael Waddington wrote: 'How evil and cruel some people can be to do this to a dog.'
While Josephine Caine added: 'I am sick of seeing poor animal's being mistreated like this and the owners just getting a slap on the wrist !! they should receive a punishment that matches the crime!!'
