The black and white Border Collie mix was discovered by passers-by at the Dean Plantation in Crossford, just west of Dunfermline.
A chain lead was used to tie the dog, but it is not known how long he had been left for.
The pooch has now been transferred to the Scottish SPCA’s animal rescue and rehoming centre near Edinburgh, where staff have named him Simon.
“The plantation is a popular place for people to walk their dogs so whoever left him there probably knew he would be found eventually. At this point we do not know how long he was tied up for.
“He is an extremely friendly dog and is in very good condition.
“Unfortunately his microchip hasn’t been registered, so we cannot trace the owners. It is really important to register a pet’s microchip and keep the details up to date.
“We are urging anyone with any information to call our animal helpline on 03000 999 999.”
Abandoning an animal is an offence under the Animal Health and Welfare (Scotland) Act 2006. Anyone found guilty of doing so can expect to be banned from keeping animals for a fixed period or life.
