*What does P&P DEF mean?
A deferred adjudication in Oklahoma (commonly referred to as a deferred sentence) occurs when a defendant enters a plea of guilty to the crime or crimes as charged but is not formally sentenced. The court agrees to "put off" sentencing to a later date provided the defendant agrees to certain terms and conditions required by the court. The length of a deferred adjudication cannot exceed ten years.

Animal abusers benefit from being given Deferred Adjudication because at the end of their probation term, the actual case will be dismissed. Then the abuser can proclaim that they've never been convicted of animal cruelty, and that will be true. Often, they'll also proclaim that they were railroaded, that the police lied and 'stole' their animals, that the reason the case was dismissed was because the DA knew they hadn't committed animal cruelty. All of this is false.

The reason animal abusers like Bell get handed this sentence is because there are so many people being charged with Misdemeanors that they don't have time to focus on the important cases like animal cruelty. In an effort to get the case settled and move on to other cases, they're willing to hand Deferred Adjudication out like candy. It does NOT mean the person wasn't guilty of abusing or neglecting an animal or animals.
