17 Animals Found Starved In Pools Of Urine, Piles Of Feces

MARYLAND -- Two men are facing hundreds of charges after 17 animals are found in deplorable conditions earlier this year.

The charging documents detail the awful conditions of both the animals and the house, some malnourished down to their skin and bones. Neighbors say they’ve seen up to several dozen dogs at the house at a time and the neglect was obvious.

WJZ’s Amy Yensi has more on the investigation.


Sick and starving, that’s how neighbor Chris Carter describes the 17 animals rescued from a West Garrison Avenue home, in North West Baltimore.

Two men now face hundreds of animal cruelty charges.

The criminal complaint obtained by WJZ details the squalor police say Nobel Fisher Jr. and Harris Burgess III kept the animals in.

Dogs covered in scars and scabs, some kept in tiny crates filled with urine and feces with no food for the animals anywhere in the house.

Fischer told police he had no idea when they were last fed.

 

Police were called to the house back in July, by a concerned citizen who reported hearing dogs barking in the back yard.

Eight adult dogs, four puppies and five turtles were all found living in utter filth.

In a statement the state’s attorney office says it takes “animal cruelty cases very seriously, and will be pursuing the allegations.”

Katie Flory with the Maryland SPCA says city laws have zero tolerance for animal abuse.


“They are being prosecuted and our city is taking a huge stance that animal abuse will not be tolerated in Baltimore City,” said Flory.

The animals were taken to the city shelter and all appear to be in good condition.

The two suspects are due back in court in December.
