Officials were originally investigating a hit-and-run and ended up at Santos' home on Bream Street. When they peered through a window, police saw several animals that looked to be in bad shape.
With the help of animal control, investigators got into the house and found two dead cats and deplorable living conditions. Seven dogs and a cat that were found alive but severely malnourished, living among feces.
Additionally, skeletal remains of approximately seven chickens and three rabbits were found in the backyard shed.
Santos' attorney is raising questions about how police got into the home.
"I have a problem with how the police got into the house. There is only access to see inside from the back yard, so they went onto the property before looking inside my client's house. That is a real issue for me," said attorney, Shane A. Carlson.
Santos was released on $1,000 bond and ordered to stay away from animals.
