TENNESSEE -- A Memphis woman has been arrested and charged with animal cruelty, and other related charges.
A criminal investigator with the Humane Society of Memphis and Shelby County (HSMSC), along with Memphis Police officers, responded to Jessica Montesi's home in the Imogene Heights neighborhood on December 10, 2015. They were called by Shelby County deputies working another case, who noticed the condition of animals in the yard.
Investigators say they found a mother dog and puppies in a bedroom, in which the floor was covered in urine and feces. Investigators say the mother was emaciated, with her ribs, hips, and spine clearly visible.
They also found a malnourished kitten, another dog running loose, and two puppies inside feces-covered crates with no water for shelter, in the backyard.
Jessica Montesi is charged with 8 counts of cruelty to animals, and counts of a dog running loose, failure to vaccinate animals, and failure to display rabies tags. The cruelty counts are Class A misdemeanors, each punishable by up to 11 months and 29 days in jail and/or a fine up to $2,500. The other charges are Class C misdemeanors, each punishable by up to 30 days in jail and/or a fine of $50.
HSMSC took custody of the animals, and are currently caring for them in volunteer foster homes.
HSMSC's office of criminal investigations has taken part in 25 arrests so far this year, following 592 investigations. Anyone wishing to report animal cruelty can call the hotline at (901) 937-3910 or email reportcruelty@memphishumane.org.
