NEW YORK -- A second person has been arrested in connection with an animal abuse case filed September 30th in the town of Andover.
On Monday, state police arrested Shawn M. Howard, 41, of Wellsville. He was charged with two counts of torture/injure/not feeding animals, two counts of neglect of impounded animal, felony aggravated cruelty to animals and not providing appropriate shelter for dogs. He was detained.
Earlier this month, on December 21, 2015, Christine Kontz, 30 (born 1985), of Olean was charged with the same counts.

Troopers said they charged Kontz with felony aggravated cruelty to animals, two misdemeanor counts of torture/injuring or not feeding animals, two misdemeanor counts of neglect of an impounded animal and a lesser count of not providing appropriate shelter for dogs.
She was released on appearance tickets for court.
