The report states that Leigh Gerow told police that her husband was inside Town Hall with their child when the dog bit the child.
Saugus Police Assistant Chief Ronald Giorgetti said police took a brief report about the incident at 9:53 a.m. on Friday, Feb. 5. The investigation was then referred to Canine Control Officer Harry Young.
Young said he was told by Town Manager Scott Crabtree not to comment on the investigation, as it is still open. Crabtree has not returned a request for comment.
According to a published report, Young said the child was bit when the child’s father opened the door to Town Hall. At the time the dog was on a leash, vaccinated and licensed, Young said.
In the report, Young said that the child was treated at Boston Children’s Hospital for injuries suffered during the attack.
According to town bylaws, any dog that bites a person must be quarantined for 10 days if ordered to do so by the inspector of animals. The bylaw states the dog can be quarantined at the owner’s premises at the inspector of animal’s discretion.

School Committee Vice Chairman Peter Manoogian is reported to be the dog’s owner. Manoogian would not comment on the incident.
