New York: Neighbors say they've been complaining FOR YEARS that Renee Mobley, 31, was neglecting her animals

NEW YORK -- A Phelps woman has been charged with 18 counts of animal cruelty following a report of a deceased horse in a pasture on March 3.

Police say, Renee Mobley, 31, has also been charged with failure to provide food/water to a confined animal.

 
 

The Ontario County Humane Society responded to Maryland Road and discovered a deceased newborn miniature horse.

Upon further investigation, 11 miniature horses and seven domestic geese did not have food or water.

Tammy Crance is a neighbor and told 13WHAM that she and five or six other neighbors have been calling the Ontario County Humane Society for years.

 

"Five or six of us have called. One for nearly 20 years. We've gone to planning board meetings, called the zoning board. That's pretty much what we were told. That is what it's going to take -- a dead horse for anything to be done," said Crance.

Neighbors said they are furious that it wasn't until a dead foal was found on Renee Mobley's property for her animals to be taken. They said the 18 counts of animal cruelty are fitting due to the deplorable conditions the geese and horses had to live in.

 

"Tarps all over the place. There was metal, siding, wire, a very dangerous and sad situation. There were geese with broken wings," Crance added. Neighbors said with time, the condition of the animals regressed. "They were getting skinny and had runny noses. Renee told me there were birds frozen under the snow that she wasn't able to get to," said Erika Dennis, who is also a neighbor of Mobley's.

We spoke with Mobley at her home in Phelps. She said she's doing the best she can and caring properly for her animals.

"They did get water and food every single day. I'm constantly making improvements to the property to make it better for them," said Mobley. "I do the best I can."


"Absolutely heartbroken. I've been crying all day. I feel like they took my children away from me. I could cry," said Mobley.

Neighbors said the humane society needs to step it up before another animal cruelty case ends like this one.

"There has got to be a way to stop her. People like this should not be able to have animals," stated Crance.

 
 
 

A search warrant was issued on March 4 resulting in the seizure of the horses and geese. The eleven rescued horses and seven geese at at a rescue farm in Lima, according to neighbors. Mobley was arraigned in the Phelps Town Court and released on her own recognizance.

In May of 2015, Mobley was also charged with criminal nuisance in the 2nd degree after nine of her horses were found running in the road outside of her property.
