Tennessee: Local animal abuse investigation reveals 3 severe cases of horse abuse; Daniel Hartsell arrested

TENNESSEE -- An animal abuse investigation in Washington County, Tennessee uncovered 3 severe cases of horse abuse.

Washington County TN Animal Control Officer Wayne Thomas told News Channel 11, for several months he had suspicions that a Washington County resident was abusing animals on a farm.

Thomas said he has answered several calls from people complaining about abused and sometimes dead animals on the property.

Thomas was notified by a neighbor that 3 horses were in very bad shape on the property.


When he arrived, he said he found one horse that was near death and two horses that did not have access to food or water.

Thomas took pictures to document the state of the horses. But when he returned he could only find 2 horses.

“We were going to seize the 3 animals, had seizure papers to do that and went down to pick the 3 animals up, one was still smoldering, the emaciated one…where she had been burned,” said Thomas.

Deputies took the two remaining horses to the county farm to receive care.

Deputies took the owner of the horses, Daniel Hartsell into custody.

Hartsell is currently out on a $3,000 bond.

Thomas told News Channel 11, this case highlights the difficulties of prosecuting animal abuse cases, especially when it comes to livestock.
