Sheriff’s deputies were called to the 17000 block of east Fairway Drive to assist with a state Department of Child Safety (DCS) inspection after DCS was tipped to alleged child neglect.
Homer M. Nosack, 49, and Jessica K. Nosack, 20, the boy’s parents, were there with him while the inspection took place.

• A lock was found installed on the outside of the two-year-old’s bedroom door.
• The inside of the home was in complete disarray with trash scattered everywhere.
• All carpet was extremely soiled by numerous substances.
• The toilet in the main bathroom was not working and the room smelled sewage. This odor was evident throughout the house. The bathtub was also backed up.
• In another bedroom, there was an adjoining bathroom with a working toilet that belonged to a roommate. The Nosacks claimed their son had access to this bathroom. The room itself was in disarray. Mouse droppings covered the floor.
• The living room contained a bed, a dog kennel, and a trash can full of cigarette butts and another overflowing trash can next to the bed.
• The two-year-old was found in his darkened bedroom and did not have any shoes or socks on. There was a cot for his bed and a few very dirty stuffed animals nearby. The carpet was soiled with cigarettes butts and trash on the floor. Inside the bedroom closet, deputies saw crayon marks and drawings on the walls.
• There was no refrigerator in the kitchen, just an empty space. Homer noted he had a small fridge in the living room. It contained only cans of soda. The kitchen was full of unwashed dishes.
• Mouse droppings were visible in several rooms throughout the house.
• During the inspection, the 2-year-old brought a piece of candy to the case worker that he found on the floor. The “candy” was actually pain killer medication.
• At the time of the inspection, the boy told the case worker that he was locked in his bedroom all the time and was only allowed out to eat or use the bathroom.
Investigating deputies concluded Jessica and Homer were criminally responsible for the abuse, neglect and endangerment of the victim.
The boy was taken into DCS custody. The couple was arrested on one count each of felony child abuse and booked at the Camp Verde jail. Both remain in custody, each with a $75,000 bond.
ANIMAL CRUELTY CONVICTION
On December 9, 2014, Nosack pled guilty to Cruelty to Animals, a class one misdemeanor. Mr. Nosack is also not to have more than 2 dogs properly licensed and cared for. He was sentenced to 3 years of probation and restitution in the amount of $987.00.
