Police arrested 34-year-old Francisco Vincent Gonzalez outside a room at the Super Value Inn Motel located at 5205 N. Interstate Avenue. They also arrested his wife, 33-year-old Linda Kathy Gutierrez, accusing her of hindering prosecution.
Gonzalez was arrested at about 5:45 p.m. Inside his motel room, police said they found a medium-sized dog, which was first taken to Multnomah County Animal Control and then was given to Gonzalez's daughter.
Police said the motel room was paid for by Gutierrez, who was arrested later in North Portland.
Bill Robbins had parked his car outside his store off Southeast 82nd Avenue last Thursday and locked it, but kept it running to keep his dog Kona cool while he briefly stepped inside the store.

Moments later, a stranger was seen on surveillance video opening the car's door, getting inside and driving off with Kona by his side.
Robbins had set up a $5,000 reward for information leading to Kona's return.On Wednesday police said they needed the public's help identifying a man seen in that surveillance video.
Kona was found dead inside Robbins' car, which was ditched near Kelly Elementary School Tuesday afternoon.
"To find out he was only a mile away -- to feel like I wasn't there for him. But they caught the guy, and this guy needs to be sentenced to the full strength of the law," Robbins told KATU Thursday night after the arrests.
This creep could've opened the door and let Kona loose. That would have been better than a horrific death of cooking inside a hot car.

He buried Kona on his property in southern Oregon Tuesday in a spot with a view of the Siskiyou Mountains.
Gonzalez faces charges of possession of a stolen motor vehicle, first-degree theft, aggravated animal abuse and possession of methamphetamine. Police said when they arrested him, they found that he had a meth pipe.
Both Gonzalez and Gutierrez were taken to the Multnomah County Jail.
