ARKANSAS -- Jonesboro police and Arkansas State University police cited a man they say tied a dog to the back of his truck.
The incident happened on the 1200-block of the University Loop Monday morning.
University police officers say they found the dog tied up with a plastic-coated steel cable.
There was no water or shade for the dog.
According to an incident report, the dog had a temperature of 100.5 degrees on its head and back and was suffering from early stages of heat exhaustion.
About 10 minutes later, police returned with the owner, 22-year-old old Caleb Grimes.
Grimes apologized and said he thought the dog had water and that he had no place to leave the dog while at work.
Grimes was cited for animal cruelty and no state rabies.
He is due in court June 22.
