The first discovery was made around 5:30 a.m. along a dead-end road near a Town of Madison salt storage shed. Seven badly decomposed cats were found, along with six pet carriers and a plastic tote.
All the crates were lined with newspaper and had several inches of rotting food and feces inside, law enforcement officials said.
Rockingham County deputies and Madison police are both involved in the investigation. Madison public works employees made the first discovery, while a Mayo River Ranger made the second.
