The incident occurred in Grand Bend, Ontario, on Saturday, with a witness, Will Costa, telling local media he was worried about the welfare of the small dog.
'The dog was completely soaked. The owners didn't show up for another 50 minutes. I believe in another 50 minutes it could have been fatal,' Costa told CTV News.
Temperatures hit 30 degrees Celsius (86 degrees Fahrenheit) in the area on Saturday and Costa says it would have been extremely hot for the dog locked in the car.
Costa was at a nearby festival and heard an announcement about the dog being in the car when he decided to take matters into his own hands.
'When I heard the announcer, I couldn't believe it. It was so hot,' he said.
Costa said he saw a man grab a rock from a nearby garden and attempt to smash the window, as others gathered around filming on their cellphones.
Finally the man smashed the window and they pulled the dog out.
Police were also called to the scene. Costa said they detained a couple in their twenties that are believed to be the dog's owners.
The couple were asked to attend Grand Bend police station, however officials have not said if any charges were laid.

Hundreds of dogs fall ill and die each year from heat exhaustion when left in cars on hot days, according to the American Veterinary Medical Association.
