According to police, Animal Control officers investigated Eryk Cruz, 19, of Alexandria after his 11-month-old pit bull mix, Zili, died June 1 after a man dumped her at the Fairfax County Animal Shelter on May 27.
Police described Zili as looking abnormally skinny when she was dropped off and say she was taken to an emergency veterinarian.
The state animal health laboratory determined that Zili died of dehydration and undernourishment, among other conditions.
Cruz was taken to the Fairfax County Adult Detention Center.
Fairfax Police are asking anyone in the area to take their pets to Fairfax County Animal Shelter if they can no longer care for them.
