Pennsylvania: Loose pit bulls maul, kill little terrier named Rocky

PENNSYLVANIA -- A small black terrier mix named Rocky was killed by two loose pit bulls in Mount Carmel Monday morning.

Police Chief Todd Owens said Shelton Rowe, 16, of 250 S. Poplar St., was walking Rocky and two other small dogs on W. Sixth Street at around 7:30 a.m. when the two pit bulls began following him.

Near the intersection of Sixth and Beech streets the pit bulls attacked. Owens said Rowe tried to shelter his three dogs and called out for help.

A passerby stopped to try to help but the two pit bulls continued to maul Rocky until Owens arrived and used pepper spray to disengage the dogs. By this time Rocky had been killed.

A cell phone video of the incident shows the two dogs both yanking poor Rocky from each end trying to rip him into pieces, and one thrashing Rocky against the sidewalk.

Owens said he captured one of the pit bulls and leashed it to his police cruiser. The other ran off and was captured later on W. Seventh Street.

He's the Chief of Police. He arrives to see them ripping the guts out of poor Rocky, who finally dies right there on the street. A horrible, painful, terrifying death for the little dog. The Police Chief sees this and instead of pulling out his gun and shooting the dogs, he pepper sprays them? :(

The pit bulls are owned by Ryan Kaskiel (aka Ryan Dennis Kaskiel), 28, and Megan Bidlack (aka Megan Irene Bidlack), 26, both of 440 W. Second St.

Owens said Bidlack told police she had left the residence in the middle of the night after issues arose between the couple and the dogs were Kaskiel's responsibility.

Police visited the Second Street residence in an attempt to locate Kaskiel. Owens said they found the front door ajar several inches and a third dog was upstairs. The home was in deplorable conditions and was given a 24-hour condemnation notice by code enforcement.

The dog warden is handling an investigation of the incident. Owens said he expects multiple charges filed in the case.
